The main goal is to analyze economic data and prepare strategies for the City Council to provide direction on the next steps.

The specific analysis of economic data is called an Economic Opportunities Analysis (EOA). It projects supply and demand for housing in 2040 based on US Census and market data, along with a review of Tualatin's land and land use regulations for new growth (which is called a Buildable Land Inventory or BLI).
