Building upon Tualatin Tomorrow (vision setting) and Phase I Tualatin Development Code Improvement Project (code modernization), Tualatin 2040 took a 20-year look ahead to review and update the Comprehensive Plan and the Development Code. Together these documents, referred to as the Tualatin Development Code (TDC), serve as the legal framework that governs important aspects like housing, jobs, community design, and the environment, which shape Tualatin’s future.
The process led to the following documents:
Updated housing and economic data. Buildable Land Inventory (BLI), Housing Needs Analysis (HNA), and Economic Opportunities Analysis (EOA), which will inform updates on regulations and future plans.
Identified policy priorities. Based on community feedback, the City Council approved a priority list of actions to address needs in housing, the economy, and community livability.
